If I am not mistaken, by taking off the birdseye grip and installing a pistol grip/stock, this is no longer considered an "any other weapon" by the manufactures design, but falls under the classification of a "short barreled shotgun", and requires a tax stramp, that is if the barrel is under 18",

Correct. If he had put a stock on it then what @scooter said would be true but that's a brace not a stock. The Shockwave is considered a "firearm" legally because it's a smooth bore that was not manufactured with and has never had a stock on it.
